As you said that it is a random situation (Outlook 2016 for Mac doesn’t download attachments leaving them greyed out), I suggest you keep monitoring it now. If the issue comes back, let’s move forward on it.
Since you can download the attachments in OWA, my understanding is that the attachments should be kept on the server side. The issue might be related to your outlook 2016 for Mac client side. As a result, you may give it a shot via the following aspects: 1. Clear the cache of your Office 365 account in Outlook 2016 for Mac.
Right click the “Inbox” folder properties clear cache. Move the emails with the attachments from your “Inbox” folder to your Outlook 2016 for Mac’s “On My Computer” folder. And, I have done some research and found that the “no response of replying/forwarding” and “greyed out attachments” are combined with each other. So, if we can resolve any of them via the above methods, the other should be resolved simultaneously.
